How to fix Socket error in Untiy3d?

They cut off the electricity when the project was launched, after turning it on it gives out in the console:
Socket: bind failed, error: An attempt was made to access the socket by a method prohibited by access rights.
I found a couple of such errors from others on the Unity forum < but there are no answers to them

I did not find the answer anywhere, the problem was solved by reinstalling the engine
