1) Try disabling SELinux
2) Try changing 465 to 587
3) In the Yandex settings, check the permissions for POP3, SMTP, IMAP
4) Perhaps "extension=php_openssl.dll" is not enabled in the extensions
5) You may be blocked, try telnet smtp.yandex .ru 465
