How to fix scribbles on DLE website?

Faced a problem with an input error on the site dle 11 gets out: Attention! Error found and doodle. In which file should I change the encoding?

1) Use the correct CMS distribution or reinstall the base in the correct encoding. Either you have a UTF engine, and the encoding is in the CP1251 database, or vice versa.
2) Look at the templates. Perhaps the base ones were saved in the wrong encoding. In this case, Notepad ++ to help there is a batch change in open files.
