How to fix Response in Laravel 5.1?

Hello.
Today, "by itself" everything related to sessions and file types in Laravel has gone bad.
Judging by the investigation of the incident, I realized that Cookies are not transmitted in the response, but the Content-type is always text/html; charset=UTF-8

How to proceed in this case? I checked all the updates of the framework related to Response, tried to roll back to older versions - zero response.
