How to fix Python error on pip install ... FileNotFoundError [Errno 2]?

OS: Win7.
Installed Python3 from the official site.
I'm trying to install virtualenv.
When I try to execute the "pip install virtualenv" command, I get the error
" FileNotFoundError [Errno 2] no usable temporary directory found "
The screenshot shows that there are some problems with the temp folder, how can I fix it?
