How to fix module installation problem?

Trying to install opencv on Ubuntu
$ pip install opencv-python
18.04

I understand that the problem is the absence of the skbuild module, I load it:

It appears now skbuild'a is not present. And what am I supposed to do? can anyone come across this?
Note:
$ python --version
Python 3.6.9
$ pip -V
pip 9.0.1 from /usr/lib/python3/dist-packages (python 3.6)

pip install scikit-build
pip install cmake
