How to fix missing certificate immediately after creating it (microsoft exchange)?

The request is created, the request file (mycert.req) contains the key (BEGIN NEW CERTIFICATE REQUEST ..END NEW CERTIFICATE REQUEST).
I go to the site https://excserv.mydomain.local/certsrv/certrqxt.asp (Active Directory Certificate Services).
Windows Server requires credentials when connecting to this page (even though I'm already logged in). I bring them in.
I insert the key from the request file into the field on the page
. I select the encryption template - efs basic encryption.
(Strange, I have 2 templates available - User and efs basic encryption, although there are more of them in the certificate authority)
I receive the mycert.cer certificate file
I execute a pending request, I specify the certificate mycert.cer.
Writes that everything is completed.
I press finish and .. the request disappears. And the certificate does not appear in this list.

Certification Authority -> Certificate Templates -> Management ...Add an account to the required template.
