How to fix migrations in yii2, xampp?

Hello, in general, the problem is such when I want to create a new migration, I get such an error, as the project has the right to all 777 set no problems with this.
I work on macbook using xampp-vm.

The error has nothing to do with php or wii.
not needed for the whole project, enough for migrations.
