How to fix long first page load in iis6?

Iss6 is installed on an old windows 2003 server.
Installed PHP 5.3.9 and MySQL Server 5.5
When you first open the page, it loads for 30 seconds, then there are no such problems.
Apparently the problem is in the iss6 settings. Where to look for a problem?
