How to fix Joomla circular redirect when installing SSL?

Toaster, colleagues, help, please.
I encountered the following problem in Joomla 3.8: when you enable an SSL certificate in Jooml's settings, a cyclic redirect occurs and access to both the site and the administrative panel is lost.
I tried a lot of ways from the Internet, asked the hoster for help, they say that everything is ok with the server.
Here's what I tried:
1) https://pavel-a-safronov.name/ru/statji/veb-razrab...
2) https://timeweb.com/ru/community/questions/joomla-...

@damarkuzz

## Begin - Joomla! core SEF Section.
#
RewriteRule .* https://%{SERVER_NAME}%{REQUEST_URI} [R=301,L]
#
# If the requested path and file is not /index.php and the request
# has not already been internally rewritten to the index.php script
# and the request is for something within the component folder,
# or for the site root, or for an extensionless URL, or the
# requested URL ends with one of the listed extensions
RewriteCond %{SERVER_PORT} !^443$

Here the condition RewriteCond %{SERVER_PORT} !^443$must beRewriteRule .* https://
RewriteCond %{SERVER_PORT} !^443$
RewriteRule .* https://%{SERVER_NAME}%{REQUEST_URI} [R=301,L]

As a result, it turned out that this hoster should use insteadRewriteCond %{SERVER_PORT} !^443$
RewriteCond %{HTTP:Front-End-Https} !on
