The question does not apply to WP, but it does not affect the answer - there is no universal advice here.
Your bottleneck is the execution time of scripts, so all you can do is reduce their size (by selecting lighter and more optimal solutions, or by discarding them unnecessary) and/or delay loading non-critical scripts.
There is no magic tool (with so many input data) for this, the problem is solved by the head and hands.
