How to fix: interface sends but does not receive packets?

Good day.

Computer with the following configuration

  1. Motherboard ASUS B350 Prime Plus with built-in network adapter.
  2. SSD (MBR), Windows 10 installed.
  3. HDD. Acronis copied Windows partitions from SSD. Windows boots successfully from the HDD.

The HDD was then converted to GPT using the mbr2gpt utility. Windows booted successfully in UEFI mode (the motherboard is configured in Legacy and UEFI support mode)
Suddenly it turned out that after loading Windows from the HDD, the Internet stopped working. The investigation showed:
  1. The computer does not receive an address from the DHCP server (which is Mikrotik hAP Lite)
  2. The network cable is connected. Plugging it into another port on the Mikrotik did not change anything. Restarting Mikrotik didn't change anything.
  3. Booting from the Arch Linux Live CD shows no problems - the address is assigned, the ping runs, the habr opens.
  4. Booting from an SSD - same issue (this is where I got upset as nothing changed on this copy of Windows)
  5. A check by Mikrotik showed that he receives a request to allocate an address and displays that the address is offered.
  6. On the interface from the Mikrotik side, I see network activity: packets are sent and received.
  7. On the interface from the Windows side I see "Sent: 112 Received: 0"
  8. The built-in firewall is disabled. Antivirus not installed
  9. Resetting the network with netsh did nothing
  10. Network adapter driver downloaded from ASUS website, latest version. Reinstalling the driver did nothing.

I am at a complete loss of what to do next. Please help.

UPD: I plugged a network cable into a laptop with Windows 10 on board - I received the address instantly.

@Akela_wolf

The problem was solved by amazing shamanism.
Windows was booted from SSD
Completed netsh int ipv4 uninstall
Rebooted
Completed netsh int ipv4 install
Rebooted It
worked.
Rebooted Windows c HDD (via UEFI) - also works.
I do not understand at all how and why these two copies of Windows affect each other.

@Drno

Delete the network card in the device manager along with the driver and reboot
Is the dhcp service running in Windows?
Mikrotik logs show something? Mistakes there...
