How to fix incorrect translation of menu items in Windows 10 Start?

In a freshly installed Windows 10, without any tweaks, in the Start menu, the newly created menu items are labeled "Create". It was very confusing the first day, until I realized that this was an incorrect translation of "New" - "New". How to fix it? I tried to look for a solution, I did not find it.
