How to fix freezing and duplicate launch of Sublime on Ubuntu?

I reinstalled the system and apparently something was somehow crookedly installed, the following problem arose.
If Sublime is open and I open another file at the same time, then for some reason a restart occurs, a flashing icon appears on the panel on the left and the download cursor spins. All this takes about 15-20 seconds (the second icon blinks and the cursor spins), then everything is OK, the second icon disappears and everything works. But very annoying. How can this be fixed? What it is? I tried reinstalling, deleting all Sublime settings - it's useless.

Help, I beg you. I don't want to demolish the whole system because of this poop.
