How to fix error while loading in flash loader demonstrator?

Error

No Response from the target, the Bootloader can not be started. Please
verify the boot mode configuration and the flash protection status.
Reset your device then try again.

I connect according to the pinout, all VDD to plus 3.3v, all VSS to ground
BOOT0 is connected to plus 3.3v
RX output of the adapter to PA9 / USART1_TX
TX output of the adapter to PA10 / USART1_RX
The logical levels of the adapter are set to 3.3v. I tried 5v - it did not help.
Each contact was broken by a tester, everything is soldered.
How to fix the error? Perhaps I missed something

Found the problem.
The VDDA and VSSA pins, not only for the ADC and DAC, but also for the operation of the microcontroller and PLL reset circuit, they had to be connected.

Try pulling BOOT0 to power at the moment you turn on the power of the controller itself. It is at the moment of inclusion, not when rebooting. Next, connect to USB accordingly.
