How to fix error in time zones after installing windows update 2570791 (.Net Framework)?

After installing the Windows update KB2570791 for dates earlier than March 2011 in the .Net Framework 4.0, the conversion of time to UTC and vice versa for Russian time zones began to work incorrectly. Now, every summer until 2011, the time zone of Moscow, for example, became +5, and every winter +4. What is wrong.
A search on the net showed that the problem has long been known , only the solution with installing update KB2657025 does not help.
Maybe someone has already encountered this problem and knows how to solve it?

Use a third-party clock, such as Chameleon Clock , which has its own time synchronization mechanism
