How to fix error 633 when connecting vpn?

Good day to all. I'm using Vemeo's VPN, on Windows 8/8.1/10TP the connection keeps failing with error 633. Tried creating both PPTP and L2TP connection - same result. The problem is solved by rebooting. Moreover, if the computer is turned off (Shutdown), and then turned on, the problem will not disappear, but if it is restarted, then everything is fine (I guess this is somehow related to the hibernation of the kernel used in these OS for quick start). I use USB-tethering from an Android smartphone as the main Internet connection.
