How to fix ERR_TOO_MANY_REDIRECTS error after moving a site to a new host?

Greetings.
After transferring the site (Wordpress 4.7.5 + Woocommerce 2.6.14) to a new hosting (VPS, ISPmanager lite 5) and delegating the domain, when trying to open the main page of the website in Google Chrome, an error occurs:
"This page isn't working
site_address. rf redirected you too many times.
Try clearing your cookies.
ERR_TOO_MANY_REDIRECTS"
In other web browsers, incl. Mozilla Firefox has a similar error.
Moreover, if we open any page except the title page, i.e. site_address.rf/shop or, for example, the admin panel site_address.rf/wp-admin - everything opens without problems.
Thus, it turns out that the problem is with the main page of the website.
The .htaccess file is standard, the necessary file permissions are set (775), disabling all plugins did not help.
What could be the snag?

As it turned out, the cyclic redirect ERR_TOO_MANY_REDIRECTS was due to the fact that the WordPress address and the site address were written in Cyrillic, i.e. site_address.rf, and for the main page to work correctly, punycode is required.
There is a Punycode converter, for example, here: r01.ru/domain/whois/instruments/converter.php

1. Try to save permalinks settings in the admin panel
2. Try disabling all plugins and if the problem disappears, enable them sequentially to identify the culprit
