Most likely it is a question to a hoster.
Something is not set up right there.
Help from chrome:
"Web page not available" or ERR_SSL_VERSION_OR_CIPHER_MISMATCH
This error occurs when you try to open a site with an outdated security code. For your protection, Chrome blocks such connections.
Are you the site owner? Try changing the server settings so that TLS 1.2 and TLS_ECDHE_RSA_WITH_AES_128_GCM_SHA256 are used instead of RC4. The RC4 cipher is no longer considered secure. If you cannot disable RC4, make sure other ciphers are also enabled.
The site uses cipher suites that are considered insecure, or the site cannot agree with the browser on the cipher suites used. It manifests itself when:
- the list of cipher suites is too narrow on the site, and the browser is quite old
- or vice versa - only old cipher suites are on the site, and only new ones are allowed in the OS
