How to properly create an SSL certificate for XAMPP?

For a site on a local xampp server, I need an https connection, which means I need an ssl certificate. I tried to do it through makesert from the console, it turned out the following:

Probably, it was necessary to specify some parameters, or something else. I've tried it several times and the result is always the same.
I also tried following this instruction , as a result, when starting apache, it gives the following errors:

15:27:37 [Apache] Error: Apache shutdown unexpectedly.
15:27:37 [Apache] This may be due to a blocked port, missing dependencies,
15:27:37 [Apache] improper privileges, a crash, or a shutdown by another method.
15:27:37 [Apache] Press the Logs button to view error logs and check
15:27:37 [Apache] the Windows Event Viewer for more clues
15:27:37 [Apache] If you need more help, copy and post this
15:27:37 [Apache] entire log window on the forums

Nothing was recorded in the logs.
