How to fix encoding in Sublime Text 3?

Manipulations with reopen with encoding, adding the line "fallback_encoding": "Cyrillic (Windows 1251)" or changing the font to one that supports Cyrillic does not help. Once I managed to fix the encoding by opening a file with Cyrillic encoding (Windows 1251), but then I accidentally closed the editor. Upon re-opening, such nonsense again appeared: Р'∙їя┬б╟я┬п└яв”. Changing the encoding didn't help.
