How to fix encoding in joomla module?

Good afternoon. I decided to write my first module for joomla. And everything would be fine - hello world works fine, but "Hello World" - writes with questions (������ ����). The problem is in encodings. Apparently. The page itself, but which displays the module - all in Russian - everything is displayed correctly.
In htaccess AddDefaultCharset UTF-8 - yes.
So the problem is in the module itself.
I noticed that in the admin panel, if you open the module, then there is no way to select the Russian language. Perhaps this is the problem?
