How to fix encoding in error text with Oracle database?

Good afternoon.
I am connecting to a remote database Oracle Database 12c via Intellij IDEA.
The work and unloading of data is correct, except for the text of errors. An example is shown in the picture below.


This error also occurs in other environments, tried SQLDeveloper.

From another host with Windows Server 2008 R2 without Russian localization, the error does not occur.
