Hello, in the ad group settings (step number 2), I specify two ads. One with keys in English (for example, iphone), and the second with keys in Russian (for example, iPhone). Next, I go to the creation of ads (step number 3) fill in the fields except for "Ad url parameters" and click next. Google gives me this error "Values ​​are repeated" in the ad url parameters on one of the ads. How to fix such an error that I need to write in these same ad url parameters? I specify the link without utm tags or something like that. Just the domain and page address (for example, yandex.ru/page) in both ads. Google writes that the error and ad type will not show.

You have the same value for the same key in both declarations.
Try to do this:
1. for an ad with keywords in Russian, in the Ad URL parameters, write

{lpurl}?utm_source=google&utm_medium=cpc&utm_campaign=mycampaign&utm_content=adv-ru

2. For an ad with keywords in English, in the Ad URL parameters, enter

{lpurl}?utm_source=google&utm_medium=cpc&utm_campaign=mycampaign&utm_content=adv-eng

And then click Done
