How to fix discrete graphics card issue in ubuntu?

I have a laptop with a discrete graphics card ati 7650 + intel hd 4000.
I have seen a lot of information that it is more convenient for web development unix-way, I don’t communicate very well with Linux, but I know the basic commands, there is no money for a poppy now, therefore, the choice fell on ubuntu lts (12.04).
I disabled the Ati card in the BIOS settings, as energy saving is lame with it.
My problem: even with the discrete card disabled, the laptop heats up to 50-60 degrees, under win7 no more than 40. I installed kernels up to 3.11, some (I don’t remember exactly now) packages with settings for energy saving, something like ubuntu laptop mode tools.
As far as I understand, drivers for intel hd are already present in the kernel.
I'm ready to overcome fonts in intellij idea on my own, help lower the temperature to the one in win7.

Starting with kernel version 3.13, dpm appeared - dynamic power management. If earlier it was necessary to "tinker" with vgaswitcheroo in order to completely turn off a discrete video card, now the discrete one turns itself on / off when necessary.
Otherwise, look towards vgaswitcheroo
