How to fix controls on an excel form?

Can you please tell me how to fix the elements on the form so that no one else can change their size and location?

All controls have a protection item in their properties, it is enabled by default. Same as for cells.
If you protect the sheet, then the element cannot be changed.
The sheet is protected through the File menu:
It is important not to forget to remove protection from all cells that the user should be able to change.
