How to fix bugs in ubuntu?
I am working in xubuntu.
They sent several files in an unusual encoding. Here is how they are displayed.
Also displayed in the file manager.
Now it’s not clear how to look at the encoding of such a file, because you can’t even write down the name?
I have xubuntu in English, but other files in Russian are displayed as they should.
I have a virtual machine, and it has windows 7. In Windows, the file names are displayed normally.
But what should I do with Ubuntu?
After all, it's good that there is a virtual machine, and I can read the name, otherwise it would be a big problem.
Maybe someone faced this problem.
Thanks in advance for your help.

This is a long-known problem with archives created on Windows OS.
