How to fix bootstrap 3 blocks?

Greetings friends! The question is banal, but I can’t find an answer in any way ... How can I make div blocks not move when the browser is resized? In my work I use bootstrap 3.

Why use bootstrap 3? It’s not easier to throw it with your hands, there will be much less garbage. And so look in this direction.
