How to fix blue screen of death with BUGCODE_USB_DRIVER error?

When loading regular Windows and Windows from a flash drive, a blue screen of death pops up with an error BUGCODE_USB_DRIVER. When booting from a flash drive to rearrange Windows, the same error pops up, only with a description in English.
What to do?
