The problem is most likely in one of the libraries, probably reinstalling will not help, since the buggy library apparently is not overwritten. I can recommend "demolishing" VS with this tool , removing all non-removed VS components and trying a different distribution (it might be toxic). You can also run sfc /scannow to repair Windows.
