How to fix access to modems after setting up balancing on Mikrotik?

Two Internets - via an LTE-USB modem and an LTE-LAN router, set up balancing at this link:
wiki.merionet.ru/seti/7/nastrojka-load-balancing-n...
Then I learned about problems with IPSec and found the solution is here:
https://wiki.rtzra.ru/software/mikrotik/mikrotik-d...
But there was a problem with accessing the interfaces of LTE devices - their addresses are not opened, for example, 192.168.0.1 for a modem. They don't ping from the computer, they get pings from Mikrotik.
Here is my config

@lazix

You need to add local routes to all routing tables, or add a rule to /ip route rules, for example, for dst-address 192.168.0.1 through the main table. You can also exclude the local subnet in the mangle marking rules.

/ip route
add distance=1 dst-address=IP_модема gateway=lte2

something like this probably :) and the modem always gives you the same ip or can it change?
