Hello.
Tried to burn Windows 10 via Universal USB Installer .
but, he passed some kind of error and after that the flash drive does not work, writes that "Windows cannot complete formatting"

I would open WinHex (with admin rights), there Tools->Open Disk->Physical Drive->USB flash drive (namely physical, not logical).
Then score with zeros, you can only the very beginning (Edit - Fill Blocks, it seems).
With this, we overwrite the MBR, forcing Windows to completely recreate the MBR and file system the next time you connect.
If it doesn't help, look for service utilities on usbdev for your specific flash drive controller and perform low-level formatting (or a complete flashing).
