How to fix a problem with Composer 1.xx?

When trying to update a package, an php composer.phar -vvv update yiisoft/yii2
exception is thrown:

[Composer\Repository\InvalidRepositoryException]                                                                                   
  No valid bower.json was found in any branch or tag of https://github.com/getsentry/raven-js-bower.git, could not load a package from it.

You can fix it somehow, if
a) composer 2.xx cannot be used
b) it is highly undesirable to demolish composer.lock

Strange, but the next day everything worked without errors. I suspect that this could be github's rate limit, but I'm not completely sure about this.
Perhaps someone will be useful advice: if you have not found a solution to a similar problem, try to do the same in a day.
