How to fix a firewall rule?

In general, I have the following situation ..
A colleague in a common case asked me to help deal with the following issue. We have a machine with Windows Server 2012 r2 installed on board, the server is sharpened for s-ku, and configured relatively correctly. Actually, what is the essence of the issue, the server stopped letting through rpd, the rule was shared in the firewall, after the server was rebooted, ip addresses were added in the "Remote Addresses" column that were not entered initially when the rule was created, i.e. the radio button was in the position "Any ip address "
Why is this actually happening?

If the rule works for "Any address", but does not work with specific addresses set, with other parameters unchanged, then you are setting the wrong addresses.
