How to block all sites for employees, except for the favorite list?

There are 2 offices. There are about 30 computers in total. On some Windows computers (XP, 7, 8), On other Ubuntu.

It is necessary to block all sites for employees, except for the selected list. What is the easiest and cheapest way to do this?

When there was one office, I used UserGate. But now we have abandoned it and we do not have servers in the offices through which traffic goes to the Internet.

Suggest solutions.

PS And on several computers, access should be to all Internet resources. Here is such a problem.

Clear OS for example. Of the many similar ones, the most pleasant, for my taste.
It is easier to install than windows, a convenient and understandable web-interface.

Somehow it is not entirely clear, are you looking for a proxy, or solutions localized on users' machines? If the latter, look at the antiviruses that you use as an option, almost all of them today have a firewall module where you can enable filtering by destination. You can also solve this by means of the browsers themselves, such as web control in io, Procon Latte plugin in fox, etc. Both options, of course, only work if the user does not have admin rights.
