How to fix a critical error in Visual Studio?

No program compiles in either Debug or Release mode. exe file is not created for some reason. Gives error C1510 - Unable to open language resource clui.dll.

The user with which you are logged in does not have rights to the opencart database
Log in as a user with rights or reassign them to this user

The user has no rights to create a database. If this is hosting, then there may be a separate database created in the CPanel interface, but not through a script.
