How to fix a blurry, hazy, fuzzy image on the monitor?

Today I reinstalled Windows (win7 x64 professional, license), after reinstallation it didn't see my resolution at first, and when it did, the picture was smaller than the monitor size. I got into the monitor settings and turned on the "Fill screen" function, the picture spread out, but the blur remained. If you reset the monitor settings to default, then the "Screen Fill" is simply turned off, the blur remains.
- Video card drivers are up to date.
- The monitor driver is installed (Standard Monitor Driver Signed Windows 7 x64 from the official website).
- The resolution is native - 1920x1080.
- 60Hz, tried other values, did not help.
- Connected via HDMI.
- I tried turning off TrueType font smoothing, it doesn't help, and blurring is not only on fonts.
