How to find the cause of slow video playback on i5-4300Y SSD 128GB Win 8.1?

There is a tablet: Dell Venue 11 Pro 4th Gen i5-4300Y 1.6GHz 128GB 10.8 "Win 8.1 Pro Wi-Fi. I must say right away that I reinstalled Windows 8.1 several times (I made a recovery disk beforehand) and installed all the necessary updates and updated drivers.
I'm trying to edit videos in Premiere (last and penultimate doesn't matter) or just watch (movies taken with a camera must use mpc-hc) or fully uploaded to Chrome online. The first 10-30 seconds the video plays normally in Premiere, then it starts to slow down wildly. Same thing with mpc-hc. I pause, for 10 seconds - again 10-30 is normal then the brakes. Online in Chrom just slows down (it feels like it skips frames). About trolling - I checked - sometimes there is (and even 30%) but not always, and not always the temperature rises to 67 degrees at which this trolling should start to start. There are also problems at 58 degrees. Checked Aida and other programs. Processor frequency and load is far from the maximum.
I understand that the video is played by the video core in hardware, but it seems that it is not used. Where to dig?

dig in the direction of hardware acceleration, it also happens on computers, you usually turn it off in programs that use hardware acceleration (Chrome, Firefox, Opera browsers) or on system devices (most often an audio card and a video card), it also helps to transfer Windows to a balanced mode power consumption
