How to find out why the port is not available?

There is a poppy
. I tried to get access to one hosting via ssh, but in response only

ssh: connect to host **** port 22: Operation timed out

telnet says the same thing (I'm not very good at this, just trying to gather more information):

Trying 178.208.83.17...
telnet: connect to address 178.208.83.17: Operation timed out
telnet: Unable to connect to remote host

And on the other hostings everything is fine, but this is not the norm I
wrote to technical support, but in response they just have everything fine, but I have problems
How to find out why the same port 22 is not available?
