How to find out why a site on Apache locale takes 10 minutes to load?

It often happens that the site on the local is loaded in 5-10 minutes. Just a page refresh.
Nothing "from outside" is connected. The page is completely empty. Only the text Hello World!
How do you know what the hell it's doing?
