If I remember the physics correctly, the outer part of the disk rotates faster.
Hence a few questions. How does the Windows installer partition a disk? Starting with the fastest part or starting with the slowest?

he, as expected, marks in order, starting from sector 0 (from the very edge) go: bootloader, partition table, and the partitions themselves.

Maybe the HDD spins the disk faster when the laser is near the center and slower when the laser is near the edge?
