If I remember the physics correctly, the outer part of the disk rotates faster.
Hence a few questions. How does the Windows installer partition a disk? Starting with the fastest part or starting with the slowest?

Maybe the HDD spins the disk faster when the laser is near the center and slower when the laser is near the edge?
