How to find out the IP of the control panel and ping from the outside?

Dear experts, please help me solve a small problem.
There is a control panel PP420 (4PP420.1043-75) info about it entas.ru/4PP420-1043-75.
So, it has a network card and I need to connect it to the network so that it can be reached from an external Ip (ping, etc.)
I also know the mac address of the panel card.
How can I do it ?
What I tried:
Connected to the laptop via a cable, the laptop itself is in the local network via Wifi. Gave him a stat. ip.
Through the server I tried to find the device using Ip-scanner.... to no avail...
What am I doing wrong ? Help me please !)

Connect it to a router or server with DHCP and in the logs find the IP by MAC address
