How to find out the current volume of the currently playing sound in linux?

I'm not interested in the volume that is set in alsamixer, but in the "real" volume of the sound being played at the moment. Many films have quiet dialogue and loud action scenes. on Windows, this was solved by installing sound lock. This program automatically turned down the volume if the sounding file played louder than it should.
How to do the same in Linux? (I have programming experience in python, I would even write such a software myself, but I don’t even know where to start searching) There are several bindings to python, but they only move the volume slider and when you try to find out the volume through them, they are still only return this very "level" of the slider, but not the volume.
