How to find out IP range in LAN?

Moved into an apartment. A twisted pair cable is stretched from the entrance to the apartment, it shows a physical connection, but the IP is not issued. Providers do not recognize whose whirlpool it is. How to find out which IP to specify in order to try to find out whose network this is? Manual search did not give anything.

tcpdump in "promiscuous" mode can show what's what
if there is nothing - maybe there is no tcp level on the network and pppoe connection

Those. Do you think if there is a wire, then it should have a free Internet? Fuck? If you stick a stub of a pipe into the ground, beer will not flow out of it. Maybe that's why he doesn't show anything?
IMHO, the only thing the cable will help you with is not to pull it a second time, you can plug your cable into your new cable.

I’ll answer as for fools in the 1st grade: “I’m sitting at home, I decided to eat, I call pizza and say: I want a margarita, and they tell me: margarita 100 rubles, delivery 5. I immediately boil - fuck me with delivery, I already have it in pizza box in my apartment! Bring me a margarita for 100! Fuck I have to pay for delivery and a box if I already have one! Are you all fucking there? well, don’t fucking fuck, I want pizza, and they bastards sell me delivery with a box, and I already have a box aaaaaa!!!"
The master who comes to connect, regardless of whether you have a cable or not, also (it's amazing how so?) Wants to get paid and eat. The provider pays him from the number of calls and connections, that's why the "connection" fee is charged, and here you order pizza without a box.
