How to find out data type in hex?

Here's a stupid question. There is an array of data in hex. Are there ways to find out the type of this data, its purpose, the type of encryption (if the data is packed)?
Here is an example of such a piece:

In this case, I can say that it is definitely not GPG. In general, details are needed: the source of the data, why encryption is suspected, assumptions about the length and content of the original data ...
