Start with your contacts. I once found clients to create a site simply by posting a status on VK that I develop sites. Some friends who eventually ordered the development responded.
It depends on the experience with which you came for the first order, and on your ability to negotiate. If you have been a senior in a well-known company for many years and can sell snow to the Chukchi, then orders naturally stick. If you are an obscure asocial June, then there is no chance of getting an order at all.

I found my first order in a fl.ru contest. I lost the contest, but immediately after the contest organizer wrote and offered to make a design for their other project.
