How to find mime type like x-scheme-handler/proto by URI?

Is there a command line utility or library for Perl/Python/C/etc. that would allow x-scheme-handler to be determined from a given URI (rtsp://*, mms://*, magnet:*, sip:*, etc.)? Couldn't find it on freedesktop.org and xdg-mime doesn't seem to support it either.
