How to find domain hosting on RU-CENTER to get access to site administration?

My problem is quite confusing and related to RU-CENTER hosting and Wordpress software. And since I am not a programmer and developer, but a simple designer, it is complicated by my obvious gaps in knowledge.
I was asked to maintain an existing site on WP, to carry out the activities of the editor and designer. They broke off contact with the previous developer, who had full access to the control panel, and I received only the login / password for WP and RU-CENTER.
In WordPress, the available login / password did not open up full access to the site's functions, i.e. I could add content, edit pages, but not design or settings. I was told that this is the only option they have for logging into the admin area.
To get full access, as I understand it, I had to find this domain on the hosting, download the file system for myself and somehow edit it from my computer. Probably. From the management, I knew that the site used to be hosted by peterhost, but moved to RU-CENTER. In the connected services, I found my website and DNS servers, indicating that it is attached to nic.ru (aka RU-CENTER).
The only hosting available there (PKDESIGN) was an abandoned "sandbox" with 8 inactive sites that were tried to be made according to old templates, but abandoned.
That is, there is definitely no existing active domain on this hosting, but is it somewhere? This is my main question .how to understand where the hosting site is located and how to connect to it. Questions about what to do next, I will decide as they come in :)
Of course, I tried to ask employees and bosses, but they are far from the computer and it seems that the previous developer did not even provide them with access to the full admin panel.

Domain and hosting are two different things, although the rucenter sells both. Access to the domain control panel means that you can change the address where the rassada.ru site will be located to whatever you want. This is a valuable right, without it the domain is useless.
How to find hosting, where is the site located? By IP, which is registered for the rassada.ru domain. If DNS-Primary was also taken from the rucenter, it also has a zone management service (DNS hosting) in the client panel. If you took Secondary - the same thing, only it will be written there who is Primary - this is useful. And by IP, where the site is located (and it can be determined by a banal ping), it will be found out who the host is.
And of course, there is a rucenter support and a hoster support (and this will not necessarily be the same thing)
The domain (site address) may be located at one hosting
