Solving problems on your own requires a higher level of skill. There are good and expensive freelancers who will draw up the TOR themselves, approve it with you and help you calculate the full budget.
The average level of competence is quite well paid. Why would a middle take part in another project with dim prospects for free?
So if you want to save money - either write TK to freelancers, or work with juniors.
