How to build work - through any project management system. In Bitrix24, for example.
How to control - Create a project. Describe it in detail. You create tasks inside the project, describe what needs to be done for each task, what result should be, what are the deadlines. If necessary, provide tasks with checklists.
The manager closes the tasks, you check and accept or not. See how things are done by deadlines, etc.
For example: Project development of an online store. Describes what you already know from the client. Set the task for the project manager - to find out from the customer what design he needs and formulate all the customer's requirements in the form of a clear technical specification.
The second task is to order a wireframe/prototype/sketch according to the received TOR, and approve it from the client. The third task is to order a design from an approved prototype.
Etc. This is of course a very simplified example and it is desirable to break the tasks into smaller ones.
To manage project managers, you yourself need to understand the process well and know Bitrix.

An adequate manager should be able to manage resources (including deadlines) and risks.
If with the first point - a little time and adjustment to the new team is enough, then with the second point - you can fill it only with your own experience. The more experience, the less problems you will have.
